The Harmony of Agency

Make refusal and appeal real, not merely available in a document.

Agency can be exercised through assistance. Using a communication device, delegating a task or asking for advice does not by itself diminish a person. The question is whether the arrangement leaves them meaningful influence over what happens next.

Some public decisions cannot offer each individual an opt-out. That does not remove the need to justify coercion, limit its scope and provide recourse for error. Calling a decision collective is not a substitute for making it challengeable.

The freedom page examines softer constraints: defaults, recommendations and the accumulated cost of choosing otherwise. Both forms of power need more than a formal statement that the person is free.

Where it is tested

These are not worked examples with correct answers at the back. They are situations in which this Harmony genuinely conflicts with something else that matters. If one of them seems easy, it is probably worth re-reading.

In an imagined case, a fraud system freezes an account and the customer cannot pay rent. Explaining every detection rule could help evasion. The bank offers no clear deadline or person who can authorize interim access.

The tension Secrecy may protect legitimate detection. It does not remove the immediate consequences of a wrong freeze.

What this Harmony asks you to weigh Provide prompt independent review, a reachable person with authority and protection against avoidable harm while the case is examined. Where an explanation must be limited, the institution owes a stronger procedure, not no procedure.

Practicing it

• Try an appeal as an ordinary user before relying on its existence.
• Ask what refusing would cost, not only whether a button exists.
